Veil comes last and works not by force but by subtraction: an enemy under her weeping strikes noticeably weaker, and even the calculations for the Titan fight reckon with her in the party.
In chapter 3 she asks you to release those who cling to the living, and says the hardest thing about the Source: it does not lie, and that is worse than lying.
